RAJUK Plan Approval
Building a house in Dhaka requires legal permission from Rajdhani Unnayan Kartripakkha (RAJUK). According to the Dhaka Metropolitan Building Regulations, 2025, anyone who wants to build within RAJUK’s jurisdiction must obtain two separate permits.
- Planning Permit or Land Use Clearance (NOC)
- Construction Permit or RAJUK Plan Approval

RAJUK Plan Approval Process for Construction Permit in Dhaka City:
To get a Construction Permit in Dhaka under RAJUK’s jurisdiction, follow these steps:
- Land Use Clearance (LUC), now known as Planning Permit in the ECPS system.
- Construction Permit.
RAJUK’s Electronic Construction Permitting System (ECPS) was launched in 2024. To obtain a construction permit, submit the following five drawings:
- Architectural Design – signed by a RAJUK Enlisted Structural Engineer
- Structural Design – signed by a RAJUK Registered Architect
- Plumbing Design – signed by a RAJUK Enlisted Plumbing Engineer
- Electrical Design – signed by a RAJUK Enlisted Electrical Engineer
- Fire Design (if required)
These designs must comply with the New DAP: 2022-2035. Both individual landowners and developer companies must get plan approval before starting construction.
Steps to Get RAJUK Approval
01. Land Use Clearance ( if applicable )
To obtain Land Use Clearance (LUC) under RAJUK for areas in Dhaka:
Submit Town Planning Application (Form 101).
Required Documents:
3 copies of the signed application form.
3 copies of a 15 cm x 20 cm survey map showing the site map plan in mouza map, signed by the applicant.
Receipt of the required government fee.
Incase of Private or NHA Housing Land, Following Additional Documents Required:
Possession Letter
Provisional and Final Allotment Letter
Layout Plan from Housing Office
Payment Clearance Slip
Sale Permission (If Applicable)
Re-construction Permission (If Applicable)
Lease Deed with housing Company
Mutation Permission
Time Extension (If Applicable)
Incase of RAJUK Plot (Uttara, Purbachal, Jheelmil, Banani, Gulshan, Baridhara), Following Additional Documents Required:
MIS Clearance From RAJUK
Filed Survey Report by RAJUK Surveyor
Transfer Declaration Letter (If Any)
RAJUK Site Inspection:
Location of land
Land use within a 250-meter radius
Nearest main road name and width
Nearest road connecting plot name and width
Existing nearby structures (main road, market, station, airport, historical structure, river terminal, etc.)
Average road benchmark elevation
Land use around the plot (north, south, east, west)
RAJUK’s Town Planning section reviews the report, and if approved, issues a 24-month permission for plan submission.
02. Special Project Permit ( if applicable )
For special or large projects in Dhaka, additional details are required using Application Form 201. This includes:

If the building is over 10 stories or 33 meters high, clearances are needed from 10 authorities:
DPDC (electrical load)
WASA (water consumption)
Titas Gas (gas requirement)
Fire Service (fire safety)
Civil Aviation (building height)
Environment Department
BTCA (traffic control)
Dhaka City Corporation
DCC Ward Commissioner
Dhaka Metropolitan Police
The Town Planner reviews and grants permission, valid for 24 months, during which the plan must be submitted to RAJUK.
03. Building Permit ( RAJUK Plan Approval )
After obtaining Land Use Clearance (if required) and other departmental clearances (for special projects), submit RAJUK Application Form 301 along with the required fee.

Deed of land (Purchase/Gift/Exchange)
Allotment Deed (if government allotted)

No objection certificates from other departments (if needed)
After submission, an inspector conducts a site inspection and reports to the concerned authority. The “Building Construction” committee reviews the recommendations and, upon fulfilling all requirements, approves the drawing with details and delivers the approval to the developer or applicant.
04. Occupancy Certificate ( After completion of construction )
To acquire an Occupancy Certificate in Dhaka:
Submit Application Form 401 along with these documents:
Building Completion Report
As-built Architectural Drawings
Structural Design
Building Services
After submission, the authority will inspect the site within 15 days.
The Occupancy Certificate will be issued.
